With the outbreak of the war, the task was to create a deep-sea commercial seaport

In government circles, the opening of a port and a city on Murmansk was given great importance. Russian Russian City Council's greeting on this occasion said: "Catherine Harbor will be a solid stronghold of Russian trade and the Russian navy in the northern seas and will give a powerful impetus to the development of Russian fishing and will revive relations between the North of Russia and Siberia and abroad."

However, this did not happen...

In general, the harbor, which was cramped for a commercial port, and was not connected to the center of the country by rail, could not significantly contribute to the development of maritime trade. Local trade was concentrated in the then large settlements — Teriberka, Kharlovka, Rynda, Gavrilov, etc.

In 1005, Alexandrovsk became a collection point for ships of the Northern Marine Expedition of the Ministry of Railways. It was the transfer of 15 river tugboats and lighters purchased in Germany to the Yenisei, and at the same time, the urgent delivery of goods by sea for the Siberian Railway. The icebreaker Ermak started the wiring from Alexandrovsk, and the steamer Pakhtusov finished. In 1912, two expeditions started from Catherine Harbor — the Svalbard expedition under the command of V. Rusanov on the schooner Hercules and the polar expedition of Lieutenant G. Brusilov on the schooner St. Anna."

Finally, in 1914, the ships Andromeda, Gert, Eclipse and the steamship Pechora with a seaplane on board went to the Arctic to search for the expeditions of V. Rusanov, G. Brusilov and G. Sedov who disappeared in the ice. His pilot, Ya. Nagursky, became the first Russian polar pilot in those search flights.

With the outbreak of World War I, the government faced the task of creating a deep—sea commercial seaport at the point of access to the planned Petersburg-Murmansk railway. With the blocking of the Baltic and Black Sea sea routes of Russia, a port with free access to the ocean in the European part of the country was required for relations with the Entente countries. According to the Government, the increased interest of a number of monopolistic groups and departments in the exploitation of natural resources in the European North and Siberia could become an important means of preventing financial collapse. Russian Russian companies' vessels and chartered transports made commercial voyages to England and America from the Far East and Arkhangelsk with Russian-exported goods. They were delivering military supplies back. Up to 70% of the total cargo turnover was accounted for by the Arkhangelsk port, which was already suffocating from the abundance of goods and was unable to process them all on time. In addition, in winter, the access of transports to the freezing port on the Northern Dvina River was significantly hampered.

The surveys carried out on Murman led this time to the conclusion that the most suitable place for connecting railway and sea routes is Semenovskaya Bay in the southern knee of the Kola Bay. That's where the railroad went. In 1916, a port and a new city, Romanov—on-Murman, were laid there, and soon after renamed Murmansk.

This event finally determined the fate of Alexandrovsk. It became the base of individual ships of the Arctic Ocean flotilla, which protected the sea lanes from German submarines. At the same time, a radio station was established in Alexandrovsk, and a telegraph cable was laid from Catherine Harbor to England.

In 1931, Alexandrovsk was renamed the city of Polyarnoye (now Polyarny). Two years later, the creation of the main base of the Northern Fleet began here, which during the Great Patriotic War played an invaluable role in protecting our northern sea communications and in defending the northernmost flank of the front line. Throughout the war, the enemy was unable to break through to Murmansk and Arkhangelsk, interrupt sea transportation between the USSR and the countries of the anti-Hitler coalition, the North Atlantic and the Northern Sea Route.
